Three months of ingestion if the environment requires it. Read everything. Say nothing under pressure. Discharge the work. Do not complain. Do not fight. Deliver. The Institutional Paralysis is won by producing artefacts that cannot be ignored — not by winning arguments about why previous attempts failed.

In the Institutional Paralysis, you carry the political weight of every prior failure. The organisation has built a reflex against this work. Engaging with it directly will trigger it.

Your protection is output. A signed artefact is politically harder to reject than a conversation. Produce before you argue.

Tactical Guidance

The pressure you receive at the start of this engagement is a test of whether you will behave like every other engagement that failed. Absorb it. Do not react. The organisation is watching to see if you are different.

Find the failure history. Every prior attempt left traces — presentations, emails, a disengaged consultant who will talk. Understand why they failed before you design your approach. You are inheriting their mistakes.

Do not inherit their framing. Previous attempts may have been positioned incorrectly or scoped wrong. You are allowed to reframe. Present the problem differently than it was presented before.

Identify the one person who wants this to succeed. In every Institutional Paralysis there is one person with a legitimate stake in delivery. Find them. They are your distribution channel for the first artefact.

When Archetypes Combine

Common combinations with Institutional Paralysis:

Paralysis + Obfuscation
Prior failures are being hidden and you cannot access the history. The obfuscation is protecting the organisation from accountability for past spend. Operate forensically within an immersive posture.
Paralysis + Negligent Void
Years of failed attempts AND no foundation was ever built. The most time-intensive combination. Extended ingestion period is non-negotiable — do not attempt to compress it.
