The defining characteristic is absence — not deliberate withholding, but structural neglect. No one chose to hide anything. No one chose to build anything either.

Field Instruction
You are not uncovering what exists. You are building the foundation from scratch under time pressure. The workshop creates the baseline. The heat map identifies every domain needing a decision before design can begin. Document everything you establish — it did not exist before you arrived and will not persist without your artefacts.

The Negligent Void is not adversarial. No one is withholding from you. The problem is that there is nothing to withhold. Your job is not investigation — it is construction.

The risk is proceeding to design before the baseline is established. Decisions made without a foundation produce solutions that collapse at delivery.

Tactical Guidance

Do not mistake absence for honesty. People will describe the current state as better than it is — not to deceive you, but because they have not looked recently. Verify everything you are told against what you can observe.

The workshop is your first artefact. The intake workshop does not gather information — it creates it. The output of the workshop is the first documented version of what the organisation knows about itself.

Build the heat map immediately. Every domain marked as unknown is a decision that must be made before design can proceed. Present this as a prioritised decision register, not a deficiency list.

Establish ownership on day one. No architecture exists without ownership. Use the first stakeholder meeting to identify and record who owns each domain. Do not proceed without named owners.

Nothing exists AND what does exist is being withheld. The most demanding combination. Build what you can from observable evidence and flag every unresolvable blank formally.
Negligent Void + Silo Engagement
No foundation AND the people who need to build it together have never spoken. Workshop design becomes critical — the room must be right before the work can begin.
